

In February 2006, the Tulare County Board of Supervisors unanimously approved the request of The Yokohl Ranch Company LLC to initiate an amendment to the Tulare County General Plan and allowed the Yokohl Ranch team to proceed with its land planning efforts. In making its decision, the Board found that the request to initiate was consistent with Policy 391, which states, in part: "In deciding whether or not to initiate the amendment, the Board shall, among other considerations, give consideration as to the public need or necessity of the proposed amendment, and whether the proposed amendment would further the goals, objectives and policies of the General Plan and not obstruct their attainment."
On November 7, 2006, the Board of Supervisors unanimously approved a Reimbursement Agreement in which The Yokohl Ranch Company LLC agreed to reimburse the County for all costs and expenses associated with the processing of its plans.
In February 2007, The Yokohl Ranch Company LLC submitted its formal application to amend the Tulare County General Plan allowing the Yokohl Ranch property to be developed as a planned community, in accordance with longstanding policies in the County's General Plan. As part of these submittals, the Yokohl Ranch team provided a Master Development Plan (MDP) and Preliminary Financing Plan for the entire 36,000 acres of the Yokohl Ranch.
The MDP for Yokohl Ranch establishes land use designations and defines, in broad terms, the type and intensity of development permitted within each designation. The Preliminary Financing Plan for Yokohl Ranch provides cost estimates for infrastructure and services at Yokohl Ranch. It also discusses two options for providing the necessary financing for infrastructure and costs (i.e., Community Facilities Districts and Community Service Districts). Based on the number of homes and other related land uses proposed for Yokohl Ranch, an estimated $638.5 million in on-site and off-site infrastructure as well as essential public facilities (i.e. schools, parks, and fire/police stations) will be funded by the new development within Yokohl Ranch. These costs will be absorbed by new development rather than existing Tulare County residents.
