

The planning framework for Yokohl Ranch is based on the Planned Community Zone, which allows the County to establish the long-term goals and concepts for the entire property early in the process when it approves a Master Development Plan (MDP). The MDP is the pre-planning stage where general land use and development standards are set and also allows for long-term flexibility. Over future years, as different phases of the property are ready for development, the County would then review and approve Area Development Plans (ADPs) for each phase. These ADPs would contain detailed standards and land use designations.
Environmental review for the plan for Yokohl Ranch would take place for the General Plan Amendment, the MDP and the ADPs for the first phases.
Subsequent environmental review would occur as needed for future ADPs. The environmental analysis would review a wide range of issues including, but not limited to, water supply, air and water quality, traffic, biology and public safety. The "Planned Community Zone" process ensures that the County would have the opportunity to review and analyze subsequent phases of development through the 20 to 30 years of implementation. This allows for adjustments and changes, as necessary, to accommodate unforeseen circumstances and opportunities.
